Educational Improvement Tax Credit (EITC) Application Process

Step 1: Make the decision

The first and most important step is to make the decision to support Beginning with Books – Center for Early Literacy through the EITC program. Beginning with Books is already approved as an EIO organization.

Step 2: Review the process

Review the EITC Program Guidelines with your company’s CFO and/or Tax Department to determine the maximum amount of EITC dollars for which you can apply. The guidelines are available at www.newpa.com/eitc, or by calling the DCED’s Tax Credit Division, 717-787-7120. You can also obtain a copy by calling Linda Pool at Beginning with Books at 412-361-8560.

Step 3: Complete the one-page Application Form

Applications are available at www.newpa.com/eitc, or by calling the DCED’s Tax Credit Division, 717-787-7120. The EITC Application Form is a simple, one page application.

Step 4: Submit your application

The application must be submitted to DCED on July 1, 2010.

Applications may be submitted in one of four ways:

By email in PDF format to: tknorr@state.pa.us (email arrival may begin only on or after 12:01 a.m. ON July 1, 2010).
By fax application to: Tax Credit Division, fax# 717-772-3581 (fax arrival may begin only on or after 12:01 a.m. ON July 1, 2010).
By overnight delivery service (i.e. Federal Express) to: Tax Credit Division, DCED, The Educational Improvement Tax Credit Program, 400 North Street, 4th Floor, Commonwealth Keystone Building, Harrisburg, PA 17120-0225 but only ON July 1, 2010.
By hand delivery to the address in item 3 above but only ON July 1, 2010.

Applications that arrive at the DCED prior to July 1ST will be disqualified! It is of the utmost importance that your application be filed on July 1, 2010.

Step 5: Approval

If your application is approved, the DCED will send you written confirmation.

Step 6: Make your donation to Beginning with Books

After receiving your approval letter from the DCED, you have 60 days to make your contribution to Beginning with Books.

Step 7: Return proof of contribution to DCED

Within 90 days after receiving your approval letter, you must submit to the DCED proof that the contribution has been made. Beginning with Books will provide you a letter, confirming your contribution, on the same day that we receive the contribution.
